The ISPS 2026 on June 24-25, 2026 in Hannover will bring together global experts to explore how international collaboration can advance research and innovation in a time of profound transition. Participation by invitation only.

The International Science & Policy Symposium (ISPS) 2026, organized by German U15, in cooperation with the Russell Group and the Volkswagen Foundation, will once again bring together global leaders from universities, research organizations, politics, and industry to explore how international collaboration can advance research and innovation in a time of profound transition.

Shaping Research Collaboration in a Turbulent World

Climate change, geopolitical tensions, democratic backsliding, and rapid technological transformation have created a new era of uncertainty. Research and innovation have never been more essential – or more politically sensitive. At the same time, universities themselves face new pressures, from funding challenges to questions about their global role and societal responsibility.

In 2026 the ISPS explores how research-intensive universities can strengthen societies by deepening international collaboration and transforming knowledge into impact. It positions global cooperation not as a luxury, but as a strategic necessity for security, prosperity, and resilience.

Core Themes

Through four thematic sessions and a keynote address, participants will discuss how global partnerships can drive change across key dimensions of research and higher education:

  • From Research to Impact:
Translating global research collaboration into innovation – from European funding to new mobility and knowledge ecosystems.
  • Free research for open societies:
Defending open societies and academic freedom in an age of disinformation and geopolitical competition.
  • Research for Security and Resilience:
Exploring how new security imperatives shape universities and influence international research cooperation.
  • AI and Ethics in Research:
Understanding the ethical frontiers of AI and ensuring responsible, fair, and transparent use of emerging technologies.

A keynote session on “Universities in Turbulent Times” will address how research-intensive institutions can adapt to shifting geopolitical, financial, and demographic realities while upholding academic excellence and societal responsibility.

Format

Each session combines a short opening dialogue, a high-level international panel, and interactive audience engagement. Ample time for informal networking – including a Walk & Talk in the Herrenhausen Gardens – provides opportunities for bilateral meetings and collaboration.
